The State Library of Kansas is led by the State Librarian to support the information needs of state government and provide access to information for all Kansas residents. The State Library of Kansas Board advises the State Librarian on policy and management.
The State Librarian is appointed by the Governor and confirmed by the Senate. Qualifications for the role include a graduate degree in library science and no less than five years actual experience in library administration. The State Librarian is responsible for managing the state library, including extension library services for all Kansans and reader services for residents who are blind or print disabled. The State Librarian serves the judicial, legislative and executive branches of state government, as well as the people of Kansas.
Fourteen members make up the state board. Eleven are governor-appointed: seven are professional librarians representing public, school, regents' university, community college, private college, special libraries and regional systems of cooperating libraries. The four remaining governor-appointed members include one trustee of a public library, two representatives of the general public, and one qualified member of the Kansas Federation of Women's Clubs. The remaining three members are ex-officio, do not vote and serve as part of their official duties. These include the executive officer of the board of regents or their designee, the Commissioner of Education or their designee, and the State Librarian.
The state board advocates for statewide library services and resources, and cooperation among libraries. It also advises the State Librarian on the library's strategic plan, recommends statewide priorities for interlibrary cooperation and resource sharing, and other duties and functions as provided by law.
