Any resident of Kansas who has difficulty reading or handling traditional print materials as a result of a permanent or temporary visual impairment, physical impairment or reading disability. Some facilities and organizations, such as schools and nursing homes, qualify for services as an institution.
Definitions for application purposes:
Blindness: persons whose visual acuity is 20/200 or less in the better eye, with correcting lenses, or whose diameter of visual field subtends an angular distance no greater than 20 degrees.
Visual Impairment: person whose visual disability, with correction and regardless of optical measurement, is preventing the reading of standard printed material.
Physical Impairment: persons who are unable to hold or manipulate a book, or to focus or move the eyes to the extent normally acceptable for reading.
Reading Disability: persons having a perceptual or reading disability of sufficient severity to prevent their reading of print material substantially the same degree as a person without an impairment
